That accusation has been leveled at her pretty much since...I Am Sasha Fierce, that she's robotic/serious/vacant, etc., and I genuinely think it's her public persona of being a private, hard-worker and perfectionist and "always on" in an era of celebrity relatability that makes her stick out and come off as "not fun."

Funnily enough, to loop in another topic, she has talked about how she's totally herself and lets it all hang out while she's onstage, maybe that's why she likes to tour so much? During her last tour there were all these videos of her being quite silly during her performances, she seemed like she was actually having fun up there!
